The Contact form is one of the most used/important view. It is quite
important to find the piece of information easily and to navigate in
a few clicks to the related views.

Description of the issue/feature this PR addresses:
Accessibility improvements forbids the use of the syntax
`<i class="fa fa-check"/> Some text`
to create a labelled icon. But, by this, some fonts are changed.
Desired behavior after PR is merged:
The old syntax can be used.
Today, Odoo is really tricky to use without seeing the screen, it must be improved to be usable.
This PR forbid to use labels without a "for" attribute, add some title, rule and aria attributes in HTML. With that, Odoo will be fully usable with a screen reader.

In order to avoid the access error when trying to view a partner form
view we should hide the event count stat button for the users who don't have
access to it (must be event_user or event_manager to read this field).

Chatter suggests to include recipients on several objects, notably on
registrations. When a registration is done through a public interface
like website in website_event associated partner is the public user.
In that case proposing to mail the public user does not make sense.
It should propose the real email stored on the registration record.
To fix that we filter the partner if it is linked to the pubic groups.
The fix includes a sudo + context switch in a loop. As this method is
called only on a recordset of one element this has no impact on real use
case. Purpose is to keep the diff minimal.

The parent commit allows to select a specific interval for any
date or datetime field in the groupby menu. This makes some filter
akward, for instance "Order Month".
Accordingly, we have rewritten the string and help attributes in
search views archs and removed groupbys related to the same field
(that would have become redundant).
Otherwise the time is printed using the timezone on the user printing
the badge. This fix is inspired by how the times are rendered by
website_event (e.g. website_event.index).
Using the date_{begin,end}_located fields was considered, but their
formatting is not configurable and they result in lines that don't fit
well on the badge.

Purpose of this commit is to enhance quality of templates proposed by Odoo
and make them use notification layout when send by emails. Those emails
are cleaner and more up to date compared to other emails.
Including
* registration and reminder templates that are send directly by email
are improved to directly include the notification layout in the body
itself;
* improve layout of badge template;
* use notification layout when sending badge;
* improve layout of track confirmation template;
* use notification layout when sending templates based on stage change;
This commit is related to task ID 51122 (and PR #24052).
With a user that do not have access to the the Event module,
go into Contacts > open a contact
Before this commit, a ACL error was thrown. This was because of the presence of
a smartbutton refering to events in the form view of the partner
