Martin Trigaux 4af12acc80 [I18N] es_ cleaning translations 
The regional variations are not published on Transifex and hsould be translated
manually.

The translations are mainly from previous versions or contains buggy fuzzy
translations (not matching the real source string).

Clean based on the .pot and delete the empty files

Purpose
=======

Settings are often way too long and hard to scan and sometimes you don't know where to find the settings you're looking for.
By adding a left navigation, you can already have an overview of the settings, and switch easily between them.

Specification
=============

- Add a search bar on all the apps that have settings which can search results from all the installed apps.
  (If i'm on sales settings,and I search anything then it shows results from sales settings and also shows
  all the other matching results from all the other apps such as, Inventory...etc) with app name.
- Able to activate feature from the current page results (no matter if the searched result is from another apps).
- Highlight searched word in results
- Delete the sheet, have a full white background
- Add left navigation bar on setting
- Left navigation bar fixed
- List displayed based on installed apps
- On right panel, by default display current app setting and change accordingly
- [Mobile] Left navigation bar displayed on top
- Add Breadcrumb on top of the page: have the name "Settings" + Save / discard CTA + Search
- Add General Settings on the nav bar
- remove "save this page..." notif in all settings
- Delete all recommanded apps section + all checkbox that install app should disappear:

	Docsaway: Delete from Sales + delete Default Print Provider
	Attributs & Variants: Delete from Purchases - Manufacturing
	Multi-currencies: delete from Sales
	Unit Of Measures: Delete from Purchase & Expenses
- Add a scroll bar on the left bar when there's too many apps
- Keep the navbar visible even when you search
- Move General Settings to the bottom of the list
- Update on Settings:
    - Accounting:
        - rename automatic rates
        - Anglo Saxon Account: Should be in technical feature
        - Place Accounting Reports section before Taxes section
    - CRM:
        - Phone Validation: Enforce international format becomes
        - Local Numbers: (2 radio buttons proposals) Add international prefix / No prefix
    - Fleet: typo " ... a new car if ..." + text is too long <br>
    - project: fix tooltip for colab pads

Previous commit was cleaning the orphan and fuzzy translations of all main translations.
This commit does the same for all regional languages (that are not on Transifex).
To keep these files small, keep only the translated strings.

Martin Trigaux 5284c43be5 [I18N] generate and clean orphan translations 
Some languages were published on Transifex in v9 but no longer in v10.
These languages were still using the outdated .po files
In some of these po, there were some fuzzy translations that were incorrect
(e.g. 'POS Order %s' - 'Kassa ostud', missing '%s')
These were not erased as still using the old translations.
Regenerate a correct .po file based on the new .pot and remove fuzzy
translations.

Fixes similar issue than raised at #14937

- Previous information:
  - `es_MX` language is not published to [transifex](https://www.transifex.com/odoo/odoo-10/languages/) this is a official announce from thread [Regional languages and Spanish (Latin America) translations](https://www.odoo.com/es_ES/groups/community-translators-63/community-translators-20325962?mode=thread&date_begin=&date_end=) by @mart-e
  - Currently we have the files `es_MX.po` with terms translations outdated or wrong translation.
    - [Example wrong translation es_MX.po](https://github.com/odoo/odoo/blob/8de795291/addons/account/i18n/es_MX.po#L7788) should be [es.po correct translation](https://github.com/odoo/odoo/blob/8de795291/addons/account/i18n/es.po#L7975)
  - Now to change a `es_MX.po` a PR is required.
  - `es.po` terms translations and the most terms are fine for México too. (Not regional translation is required for most cases)

Then our regional translation process should be:

This PR reset the `es_MX.po` terms in order to fix many wrong terms using the good `es.po`.
