For a first iteration, Russian translations were done using DeepL using
1 large .pot file of all the standard modules to translate (e.g. no
localizations, no test modules, etc). Unfortunately for some reason
doing a msgmerge with the existing ru.po files didn't seem to work, so
old "Translators" metadata at top of files were lost (maybe they will be
re-added during next Transifex sync?)

We do the following improvement:
- some wording changes
- the activity templates can be edited directly in the list view instead of in
a popup except in hr because sub module add too many field to be edited in
directly in the list view.
- when scheduling a plan, the due date of the created activities are computed
as the plan_date_deadline + activity type delay and if the plan_date_deadline
is not specified, as today + activity type delay.
- there were 2 res_model fields in the mail_activity_plan_view_form that was
causing a selection box to appears on many form where the model shouldn't be
selectable. We remove one of them here.

We convert the custom plan implementation to use the generic one. As the
generic one can define plans for multiple model. We use the check
dedicated_to_res_model == 'hr.employee' to activate the specific feature for
hr.employee. Indeed, that field contains the model name when the plan is
applicable only for one model.
We also remove the 'launch plan' button as we can now launch a plan directly
from the activities button in the chatter.
Technical notes:
For the activity schedule wizard, we add the support for active_ids and
active_model as default values for res_ids and res_model because it is used as
link in the chatter to launch the wizard and we want to avoid a big migration
by keeping the link identical (and there are probably no simple solution to
keep the same behavior).
HR CONTRACT
Before the first contract date of the first selected element was chosen to
determine the planned due date if all first contract date were different
otherwise the minimum was chosen. So if the selection included 2 different date
among 3, the minimum was chosen but the first if the 3 were different.
With this change, the minimum is always used to determine the default planned
due date.

Before this commit, owl was in the linter's accepted global variables.
This allowed direct access to owl global object.
For instance, to use xml from owl, you could do :
`const { xml } = owl;`
or you could use it directly:
`owl.xml`
Now, owl is not accepted on linter's global variables anymore, so to
import xml, now you need to use a proper import:
`import { xml } from "@odoo/owl";`

Before this commit, the 'Current Driver(Employee)' option was present within the
search menu and appeared as the last choice in the search list.
IMP:
Following this commit, the 'Current Driver(Employee)' is been
removed and all its functionality is implemented in Driver.

Improve usability of employee form. It is confusing for end users
to create another record to encode the employee address.
Move all the private information on the hr.employee record itself.
Remove the M2O address_home_id.

Currently, only stable releases see their translations updated. This has
resulted in master accumulating outdated stuff for years, which can be
confusing for users testing master on runbot.
This one-shot commit resynchronizes master translations based on the
content from 16.0 and removes empty PO files (i.e. no longer containing
translations).

This commit brings the ControlPanel into a single line with 3 main
sections:
- buttons & breadcrumb
- layout related actions (ie. the SearchBar in multirecord view or
ButtonBox in formView)
- navigation (pager, switch view...)
Add new search bar menu, this is a merge of the following components
into one big component display in column:
* comparison_menu
* favorite_menu
* filter_menu
* group_by_menu
Also adapt navigation hook.

Companies want to have a better integration, we need to focus on the On/Offboarding process,
to find automation and something to show to our customers.
In this commit, we add the "Fleet Manager" in the responsible list of the activities
generated from a plan.
Case 1:
If employee is not linked with fleet, `Employee XXX is not linked to a vehicle`
this warning will be appeared.
Case 2:
If employee linked with fleet but doesn't fleet manager set on fleet,
`Employee's vehicle XXX is not linked to a fleet manager.` this warning will be appeared.

Not all employees have a company car. This commit adds a private license plate field on hr.employee.
The field allows the HR Officer and HR Administrator to search for emloyees based on their license plates.
If fleet and hr apps are installed, the search is based on both the company car and private car license plates.

Scenario:
hr_contract is installed and employee/officer without rights on contract
tries to archive an employee.
Before the fix:
An employee/officer without rights on contract gets the following access error:
Due to security restrictions, you are not allowed to access 'Employee Contract' (hr.contract) records.
THis is because the action tries to access employee's contract and set
date_end on it.
After the fix an employee/officer without rights on contract can archive
an employee without access error.

This commit aims at removing unuseful help message to:
1/ reduce translators work, to focus on more useful translations
2/ not sending unuseful information in load_views
3/ reduce help message to useful messages, so that we can mark
fields having a tooltip in the future UI.
4/ some cleanup of existing messages too
The main use cases:
- REMOVED: help redundant with the field name, providing no extra info
- MOVED TO COMMENT: technical help messages, that should not be in UX
