Bruno Boi (boi) 0cf7a90844 [FIX] web: add willDrag to draggable_hook_builder ...

This commit will make a `willDrag` information available to the
draggable_hook_builder context.

This is needed to fix a resize issue in the gantt view.

See correlated enterprise pull request.
