Add ACL on resource.calendar.attendance for HR Officer
according access right on resource.calendar
Otherwise, this isn't possible for HR officers to
manage Work Details (`resource.calendar.attendance`),
while they can manage Resource Calendar (`resource.calendar`)

HR settings tab of the employee form view was quite ugly. The inherits were causing
a strange layout. It is now fixed. Some items have been relocalized to ease
the readability of the form view.
Main changes :
- mail.notification model is removed. People do not receive notifications
anymore. Instead two ways of following documents exist
- using a channel; messages will be displayed on the channel itself
in a near future commit
- following with its partner; messages will all be considered as
needaction, using a new m2m table. People should receive less
needaction messages by following less records by themselves.
There is no more read / unread state anymore. Instead only needaction
messages are considered. Todo (Favorites) messages still exist, and are
stores on a new m2m table instead of using decorated notifciations.
- the main filter for documents is not message_unread anymore, but
message_needaction. A lot of views and filters have been updated
accordingly.
- the vote feature has been removed
- remove otherid field from the model, and the reports
- reorganize several fields on the form
- removed group_multi_department group, departments are always activated,
as 3 departments are now in the datas
- departments menuitem is accessible to the hr officers and managers only
- removed all the configurations in the employee root menu
- moved payroll country module selection to payroll configuration
- removed useless fields from the form : attendance state, goals_ids,
remaining leaves, as they are accessible via stat buttons, kanban views, etc.

This reverts commit 79c338dcb352be3d40118f998a76e1b7576a35da.
This commit has been done hastily without review. Moreover it
mixes changes related to different stuff.
The commit is then reverted to allow a propre review and cleaning
of the branch.
- Preserved explicit 3rd-party copyright notices
- Explicit boilerplate should not be necessary - copyright law applies
automatically in all countries thanks to Berne Convention + WTO rules,
and a reference to the applicable license is clear enough.
