Luis González 7ef6557902 [FIX] l10n_mx: Add sequence to taxes for IVA 8%

Since those taxes are missing a sequence and they're at the bottom of
the data, they're being taken as the default ones for the mexican chart
of accounts. However, the default taxes for sales and purchases should
be IVA 16%.
