This commit remove the portal module. - depending module (portal_stock, portal_gamification) are removed. Their features are now managed by their parent module (mainly access rights) - portal group and user are moevd to base - wizard to convert partner into portal user is moved into website_portal, which is the user portal module now. The webclient is now forbidden for portal user since there is nothing to expose for such user. Some cleaning has been done in survey and rating_project.

To add the odoo-dev remote use this command:
$ ./setup/setup_dev.py setup_git_dev
To fetch odoo merge pull requests refs use this command:
$ ./setup/setup_dev.py setup_git_review
