We would like to make the "no item found" screens more appealing.
Before this commit, it shows a small help tip in the top-left
corner of the screen, just below the "Create" button.
With this commit, these help tips have been replaced by onboarding
screens, which consist of a picture and some text below, both of which
are horizontally centered.
The texts have been slightly changed, so that they are shorter and clearer.

problem: installing from the source on windows includes manual modification of the requiremnets, as well as
not supported package versions
solution:
- increased the version of lxml, werkzeug and pillow to the latest supported version in debian, it
will fix already a number of issues on windows
- automatically include or exclude dependencies from requirement.txt using requirement specifiers
Note that for lxml on windows, we will always install the latest version because the version 3.7.1 does not exist on
windows in WHL.
Added documentation related to the new 'charge' in IAP that allows one
to capture a smaller amount of credit than authorized if needed.

Revert 6cb12273e2 which reverted
08d48b0fff.
Issue was the support for sub-parameters (aka @param {type} foo.bar)
where the "parent" parameter was not formal (only present in a
function's docstring, but not in the function's parameters list),
subtype creation would fail to find a root parameter to attach the
sub-parameter to.
This has not actually been fixed, but for the specific case where the
formal parameters list is *completely empty* we fall back on a list of
the docstring's parameters, which works well enough for this case.
