P. Christeas 876e0667e6 Logger: format the date numerically, avoid locale 
When loading a translation file (and only then), the locale
is set, which affects the date formatting. Then, the logger
messages fail to be displayed on the console, because of
illegal chars.

Olivier Laurent f386b602a2 Added a new configuration option: 'csv_internal_sep' (equals ',' by default) 
Some old import files used the pipe ('|') as a separator in records. It has
been changed to a comma but this causes problems with old import files when
some records have a comma that is not a separator.
