This commit fixes a few wording and view issues, notably:
- Avoid breaking the talk description page when description is very long
- Modify all occurrences of "starts at" to "starts on" (better wording)
- Move the "hide sponsor" concept from _exhibitor to _track_online
To be able to hide the sponsors on the "registration confirmed" template
- Hide the sponsor block in "mobile" view (breakpoint md)
- Make some minor layout adjustments

PURPOSE

This code construct is better managed by all;
This commit will probably not have a big performance effect on standard

The three following fields have been added to fleet.vehicle:
- frame_type (Selection)
- frame_size (Float)
- electric_assistance (Boolean)
These fields are specific to bikes and are only displayed in form view when vehicle_type = bike
Number of doors is now set to 0 instead of 5 when the vehicle is a bike.
"plan_to_change_bike" boolean field has been added to the res.partner model and has also been added as related field in fleet.vehicle model.

Currently, when got to applicant view and quick create the applicant
in the kanban view there is traceback for department_id.
becasue department_id is computed field which depends on job_id
and it was not set as False due to filter on self.
So in this commit, If job_id is not there then department_id
should be set as False.

Before this commit:
An empty list helper position not centered when search panel sidebar is
there and some issue created while having a droplet on it as the
position will shifting after a few seconds (sign_tour)
After this commit:
Set an empty list helper at a relative position and now it will always be
displayed at the center whenever have a search panel sidebar

The correct way to check if an invoice is paid is through the
payment_state field.
A similar fix was done in 13.0 with 276b9327b, but in 13.0 the field
was called invoice_payment_state. It was renamed to payment_state in
saas-13.3 with 8e4158af8.

running mailgateway or owning alias is not necessarily linked to the email
author. That way we avoid auto subscription of irrelevant people.
Posting message based on incoming email is now allowing auto subscription if
there is an author found during email parsing. We also ensure this author is
not root, to be sure he is not added in followers of documents.

There is no test ensuring standard message_subscribe API does not subscribe

Before this commit, the taxes with amount of zero are not shown on
invoice print. For instance, the 15% tax of a product with value of
€0.01 will not be show on invoice print.
This previous commit 37a0f7acae8aebef35577b178f8aeefed11c9105 allows
showing zero percent taxes on invoice print. This commit, will
fine-tuning the previous commit to also show taxes with zero amount.

- Create a new purchase tax with 0 as amount (Tax 0%);
- Create a new Bill, add a new line with the new Tax 0%;
- Use the tax's widget to modify the tax amount.
Before this commit, an error message was shown.
Now, only taxes values bigger than zero can be modified with the widget.

The "viewer" should be the "parent" not the view itself. This distinction will
become important in a future commit to allow viewers to not display the view in
some situations.

- Go to Accounting > Configuration > Taxes and create a new Group of Taxes:
* Tax Name: TaxGroup
* Tax Computation: Group of Taxes
* Add 2 taxes (i.e. T1 15% and T2 20%)
- Go to Accounting > Customers > Invoices and create a new Invoice:
* Add a Product and select TaxGroup as Taxes
- Post the invoice
- Go to TaxGroup edition and remove T2 20%
- Go back to create Invoice and add a Credit Note
At Credit Note creation, a KeyError is triggered.

Before this commit, when two week calendar were used, the tooltip was wrongfully assuming which week were odd and even.
Even with correct information, it was not easy to fill and could easily lead to wrong information on the payroll.

The test test_update_date_planned issued starting just before midnight.
a purchase was created at 23:59:59 then the variable `today` was
assigned to 00:00:01. When comparing the activity generated by the test,
taking 23:59:59.today() and 00:00:01.today() gave two different values.
This commit force the test time to 09:00:00.

When the snippet want to be dropped at some location, the margin bottom
which cannot be edited can be a problem. And it can be added as a <br/>
by the user if he needs some spacing.
