Pierre Masereel 4b2692ba2e [FIX] spreadsheet_dashboard: hide sequence for read only users ...

When a user is not in the 'Setting' group, he sees the cmenu item
configuration and display the dashboard groups, but cannot edit them.

The main issue lies in the sequence field handle, hence we hide this
field for users that cannot configure the dashboard groups or the
dashboards themselves.
