Nicolas Martinelli f2da5e0ef1 [FIX] l10n_bo: failing installation

- Create a DB without demo data
- Install `account`
- Install l10n_bo

The tax report loading fails.

This is caused by the missing country.

Odoo

Odoo is a suite of web based open source business apps.
