oco-odoo ded8bb443d [FIX] account: make it possible to create tax report lines manually

It wasn't possible before that, as the report_id field did not receive its default value before being checked (as it is required), so it was always detected as missing.

Solves issue https://github.com/odoo/odoo/issues/60045

closes odoo/odoo#60286
