Katherine Zaoral d1ca1040b7 [IMP] l10n_ar: Argentina Localization config

Add Argentina Localization section in config to be extend for both
l10n_ar_report and l10n_ar_edi modules.

Odoo

Odoo is a suite of web based open source business apps.
