William Henrotin cadd65bcb4 [IMP] sale_stock: use popover instead of dialog

Commit fff2a30 introduces a dialog to show quantities on hand directly
on sale order line.

This commit replace the dialog by a bootstrap popover

Task 2058670

closes odoo/odoo#36213

Odoo

Odoo is a suite of web based open source business apps.
