`Model_get_actions_record(**kwargs)` helps building `ir.actions.act_window` actions based on a certain model on very simple cases. It opens a form if there's just one record, a list,form if there's more than one. Given keyword arguments will overwrite those in the action. This change serves as a base for the `actionable_errors` widget, where it's used extensively to remove boilerplate code. Part-of: odoo/odoo#142596
