Juhil Somaiya b77c924563 [IMP] mrp: Operation set manual time as default

When the user create an operation, the system set the
operation time based on previous workorders. However they
don't exists since we just created the operation and the
default time is 60 minutes. It would be easier to ask for
a default value based on fixed time and let the user modify
it later manually after some workorders.

The commit is related to task id: 1910342
