Ricardo Gomes Rodrigues (rigr) ae5453775b [FIX] account: prevent resequence of an invoice if it's in a locked period

Currently, the user can resequence invoices that are in a locked period.
This is not desirable, this commit fixes this.

Odoo

Odoo is a suite of web based open source business apps.
