Hetashree Chauhan 71f80c1383 [IMP] im_livechat: move input_placeholder ...

In order for the user to understand what the chat_input_placeholder
field means we should add a tooltip.
We should reorganize the fields in order to put them in logical order.

This commit is related to task 1837812.
