This commit makes it so having a stock.picking unlocked will no longer make the action buttons invisible. This change is expected to make it easier for new users to not get as confused while using stock.picking. Buttons now visible that previously were not are: "Check Availability", "Validate", "Sign", "Print", "Return", "Unreserve", "Scrap", "Cancel". Additionally the "Lock" button is no longer highlighted. Additionally, relax 'is_initial_demand_editable' restriction on 'qty_done' in 'stock_move_line_operation_tree' so that readonly status is only dependent on 'is_locked' status. Note that after this change picking.is_locked will only affect things related to its move lines, including the visibility of the "Operations" stat button.
