Odoo's Mergebot 8f86388360 [FW][MERGE] doc: compatible python 3 and sphinx 2.4

This PR allows one to build the user documentation with python 3 and sphinx>= 2.4.0.
It also removes several warnings.
Remove autogenerated JS doc (backport from master)

closes odoo/odoo#47295

Odoo
