Before this fix, in 12.3, with taxes affecting subsequent taxes' base, tax_ids was used to store the taxes whose tax lines impacted current tax line's base. Before 12.3, this field was used to store the taxes whose base line has to be impacted by the current tax line. This old behavior was changed by mistake.
