Florian Gilbert 8b344883a6 [IMP] account: Remove t-if condition with "online_sync" for accounting dashboard.

The t-if condition using "online_sync" couldn't be there...
"online_sync" condition must be present in
account_online_sync module and not account module.

closes odoo/odoo#45263
