len-odoo 89b15b6d87 [FIX] account: do not crash if base_import is not installed

The BillsListView adds an 'Upload' button to the view list of buttons.
However it tried to add the 'Import' button even if 'base_import', the module
adding that feature, was not installed.
It resulted in a crash, making impossible to access vendor bills.

Odoo
