Dossogne Bertrand 827cd6218e [FIX] l10n_fr_hr_holidays: adapt checks to avoid errors

Before this commit, some specific cases
in the leave creation would lead to an error due to an assert.
This commit replaces that assert with a 'if' statement returning the initial
date_to if the requirements are not met. A more thorough description of the
conditions is set as commentary of the `_get_fr_date_to` method.
