Pratik Awasthi 7915ed452e [FIX] sale_project: fix default billable for non fsm project

Before this commit, While creating project from configuration
billable was not set true after enabling all fields from
settings in project.

So in this commit, allow_billable should be True by default for
non FSM projects.
