Swapnesh Shah 52ef177ae5 [FIX] account: create journal with dedicated refund sequence

Billing Manager users were not able to create a new journal with a
dedicated journal
Billing Managers do not have the right to write on
ir.sequence.date_range

Fixes odoo/odoo#34153

Odoo

Odoo is a suite of web based open source business apps.
