Josse Colpaert 4664c35b22 [ADD] l10n_dz: add Algerian localization

Added common Chart of Accounts, standard taxes,
fiscal positions etc.

Originates from a module of Osis.  We were unable
to contact them for further information.

closes odoo/odoo#51199

Odoo

Odoo is a suite of web based open source business apps.
