Ivan Yelizariev 3c9e0b847c [FIX] website_sale: show all states available in billing address

Step to reproduce:
  - Install delivery and restrict your delivery to a few states
  - Edit your shipping address in checkout
  - Only the restricted states will be listed, while all should be since the
    restriction should only impact the shipping address.
