Samuel Degueldre 3c870eacf6 [FIX] web: urls: encode keys and correctly handle falsy values

This commit ensures that keys in the hash or querystring in the url
is URI encoded. Moreover, it properly handles the case where a
value in the hash is falsy. Before this commit, if a value, say "x",
was falsy, it resulted in the url in "x", which produces a crash
when decoding. With this commit, it generates "x=" in that case.
