Previous PR: odoo/odoo#69483 changed the default 'product_uom_qty' from 0 to 1. This was intended for Planned Transfers that are still draft to default the demand to 1. Unfortunately this made it so new lines added to confirmed MOs would default their "To Consume" to 1 even when the MO is locked and the form says 0 (value would auto-switch to 1 after saving).
