Xavier BOL (xbo) 3918060e6d [IMP] sale_{project,timesheet}: not filter the SOL in project

Before this commit, when the SO is defined in the project, the user can
only select the SOLs defined in this SO.

This commit removes this filter to select all service SOLs with their
state is equal to 'sale' or 'done'.
