Sven Fuehr 36152292ea [FIX] l10n_at: add tax_scope column in tax chart template data

Currently the tax_scope field is never used and thus the column does
not exist.
An empty column is introduced in this commit.

It will needed for the following commit.
The commits are kept separate to make it easier to review the actual
changes in the next commit.
