maximilien(malb) 2270a046e9 [FIX] l10n_syscohada: change language

All the localization of syscohada was written in French instead of English.

To correct this, this PR changes the COA, tax group, tax template and char data and adds a French PO file to have all translations in the language used in those countries.

closes odoo/odoo#105187
