mehjabinfarsana 0b2133fe4a [FIX] hr_expense: remove quick_create from expense report kanban view

before this commit, on expense report kanban view
after adding group by status, it allows the
to quick create expense report in approved
status.

after this commit, quick create is disabled

closes odoo/odoo#131579

Odoo

Odoo is a suite of web based open source business apps.
