The mail.message needaction_partner_ids meaning changed over time,
and doesn't actually reflect the list of partner in needaction.
More than that the message_format needaction_partner_ids used by js
began to diverged from mail.message field since 19fb650863
To avoid any confusion, renaming it to notified_partner_ids will help
to avoid confusion between python and js meaning, and reflect the actual
content of this field : a list of partner that where notified once on
this message. This field is mainly usefull for testing.

Purpose of this commit is to clean notification process: calls, methods
API, method name, variable propagation.
Contains notably
* simplify API of methods used to group recipients when sending notification
emails;
* improve and rename methods used in email notification process;
* move some methods on model itself as non mail thread records could be
mass-mailed and _notify_email_headers could be called on other records;

Purpose of this commit is to move notification methods to mail.thread. Indeed
currently they are split among several models: thread, message, partner.
It makes code difficult to understand. Base record has to be propagated in
order to run methods on it. It is therefore simpler to make those methods
on mail.thread and correctly have model methods.
All notification methods are moved into a single section in the mail.thread
file. This implies some more code move inside mail.thread but allow to have
methods classified by their purpose.

Purpose
=======
mail.tracking.values should be deleted when the corresponding
field is deleted (when the module which defined it is uninstalled).
Firstly because we don't want useless data in db.
Secondly because the groups associated with the field can no longer
be checked if it was deleted. As we don't know to whom the value
was restricted, the value should not be displayed anyway.
Note: this case was fixed in saas-12.2 by b9e96b7 but the proper
way to fix it is to delete the tracking values.
Specification
=============
Delete `mail.tracking.value` when the associated
`ir.model.fields` is deleted.
Two alternatives were considered:
1. Change the `field` field of `mail.tracking.value` from Char
to a m2o to `ir.model.fields` which allows to use delete
oncascade. This implies to modify existing code, but more
importantly it adds database queries.
2. Override the unlink method of `ir.model.fields` to
first unlink associated tracking values.
The first method is probably cleaner but the second method
was nonetheless chosen as we don't want to impact
performance in the main tracking flow only to better
support module uninstalls which happens rarely.
Note: when a module is uninstalled, `ir.model.fields`
are unlinked one by one (in a for loop). Tracking values are
therefore also unlinked field by field. Batchifying field
deletion would greatly reduce the amount of queries.
*: project, crm, maintenance, helpdesk,
It is useless to track fields during create since they
have no initial value and future tracking message will
show changes on tracked field.
We can log a default creation message instead
(as it is now if there is no mail_create_nolog context key)
This change will implies
- less queries when creating record
- cleaner creation messages
- less occurence of mail_create_nolog ctx key
Removing tracking at create could break the creation subtypes
mechanism (example: following task creation subtype on project)
Instead of using _track_subtype to give a subtype at create,
a new _creation_subtype method can be override. If a creation
subtype is set on a specific modlel, creation messages will be
create by message_post instead of _message_log.
We also need to adapt the message_track_post_template in order to
keep this feature whithout tracking.

Steps to reproduce:
1. install `hr_contract_salary`
2. create a contract
3. set or update `hr_responsible_id` on the contract
(it creates a `mail.tracking.value`)
4. uninstall `hr_contract_salary`
5. go to the contract form view
=> traceback `hr_responsible_id` does not exist
Before displaying a `mail.tracking.value`, `groups` of the
fields are checked to fitler tracking values according to access
rights of the user.
However if the module that added the field has been uninstalled,
the field does not exists anymore.
Fix:
check if field exists before getting fields groups.
If the field does not exists: set groups to `base.group_system`

Purpose
=======
Currently fields with a `groups` attribute can't be tracked.
Otherwise changes would be visible by all in the chatter, including
users which normally don't have the access rights because they are
not members of `groups`.
Specification
=============
Filter tracking field values according to the `groups` attributes.
Users without the access rights should not see them.
If a message is only composed of tracking values and the user doesn't
have the rights to see them, an empty message should not be displayed.
Purpose is to clean the use of tracking parameters on fields. Parameters are
merged and is now tracking=<int> or tracking=True.

Purpose of this commit is to use the newly introduced helper to create
test users in a quick way and reduce code duplication. A mail specific
helper tool function is defined based on the standard one defined in test
allowing to pass a custom context. It bypasses mailing features in order
to speedup the creation.
This commit is linked to task ID 1889703 and PR #27526.
Purpose
=======
display_name is equal to doing name_get()[0][1]
Replacing name_get()[0][1] by display_name could be good for 2 things:
- Uniformization of the code
- Probable optimization if name_get is used inside a for loop on a recordset (as the values will be prefetched and put in the cache).

Fields in the chatter can be organized with a business logic.
Here fields for CRM and Website E-commerce have a tracking sequence.
For other fields/module just add "track_sequence=x" on model
Only messages as comments and email template should keep a white backround since they are not internal.
It is also enough to display fields that changed on subtypes (update message) since emails will be reworked soon and more information will be given there. The support of 'always' track can be removed. (is now considered as a simple tracked field)
The use of self.env.ref('mail.mt_comment').id add some query and the performance tests needs to be update since message_format is called by notify_by_chat. This code will be refactor later
Creating data directly in tests was done when tests were located in mail
module to avoid creating real data or demo. Now that mail tests have their
own module we can create demo data and use them in tests. It is simpler to
have demo data for things like subtype and email templates to ease
understanding and reuse.
