Use "繁體中文" instead of "正體字"
It is a synonym but it is a bit more formal. It is also more coherent
with "简体中文" used for zh_CN

This is the second move to replace Filipino by Tagalog language
Using Filipino (code fil_PH) is problematic as conflicts with Finnish
(code fi_FI) and users having their browser in Finnish were redirected
to the Filipino version of the website (cf discussion at opw-2172710).
This problem was also raised in other softwares like in the below
discssion in Mozilla L10N groups

This commit targets the master (future 14.0 as of today), adds a new
Tagalog language and removes the Filipino.
In 12.0, only the Tagalog was added.
As fil_PH is only translated on odoo-com project but remains at 0% in
other Transifex project, it is assumed the language switch won't
impact too many people.

English (India) needs its own locale definition so that it can be
selected at the time of database creation.
For example, the amounts in India are displayed/printed as
99,99,99,999.99 (crore, lakh/lac, thousand, etc.) instead of
999,999,999,999.99 (billion, million, thousand, etc.)

Instead of fil - fil_PH, it should have been fil_PH - fil.
The iso_code is used in URLs
The "code" value can not be changed in stable but iso-code can.
The code value will be changed in master as requires a migration script

The language code was corrected in #32868 and backported in saas-12.2 via #33040
However a partial fix was also done in stable versions, and overrode the
final fix in 12.2 by mistake during fwd-ports
(fd0a10026c).
This commit reapplies the change from
91b6c1076c in saas-12.2.

Now that we have proper support for RTL language, add an Arabic language with
code "ar" (while the only possiblity before was ar_SY).
Use ar_AA code as Arabic unitag.
In master, the ar_SY could be removed as no need to have both.

In User preferences, the empty language was confusing, rename it to 'System
(English)' instead of blank.

The direction parameter will now have a real impact on the web interface and
completly switch the direction of the interface.
Add the dependency rtlcss to switch the direction with a css postprocessor.
Two different assets will be generated for ltr or rtl
/web/content/<...>/web.assets_backend.0.css

to be able to differentiate it easily

The first day of week is a cultural habit usually linked to the language. An additionnal option could be added later on the user preferences to allow a user to change the first day of the week in his calendar view.
