The aim of this commit is to improve the impact and rendering of app
icons in bright and dark mode. It also reduces the size of svg files.
To achieve that, this commit updates the colors to flat colors. This
change will make the icons stand out and improve their readability.

This commit fixes this error:
- The IMP done at [3] added a lot of fields but all of those forgot the
`_t()`/`_lt()` translation.
Note that:
1. A fix to replace `_t` by `_lt` was done at [4] but it was badly done
as it was not targetting the correct version... and only fixed one of
many occurences.
2. In this forward port, using `_t()` seems to be working again, using
`_lt()` is not required anymore. This part of the PR has been removed
here. For tracking purpose, here was the other bug:
- The form registry fields added in [1] and [2] in Odoo 13 had a
`string` attribute translated with `_t()` while now it should be
translated with `_lt()`. It was surely working in Odoo 13 but not
anymore. It's not worth investigating to be sure.
- Not needed since a recent commit which removed `_lt()` (it's a
deprecated alias to `_t()` which now handles the lazy translation
directly too.

In website, there is a patch of the LinkDialog (see
website/static/src/js/editor/editor.js) that require the utils.js.
Thus, when website is installed, this bundle need to have the utils.js
in its assets otherwise there will be an unmet dependency.

Currently, only stable releases see their translations updated. This has
resulted in master accumulating outdated stuff for years, which can be
confusing for users testing master on runbot.
This one-shot commit resynchronizes master translations based on the
content from 16.0 and removes empty PO files (i.e. no longer containing
translations).

Prior to this commit, the SVG's viewBox attribute was missing, which
prevented svgs from being scaled.
This commit fixes this issue.

Prior to this commit, modules that add elements (fields, references,
etc.) to the website_form registry, would do so inside the
`website.assets_editor` bundle.
It creates a module dependency error since [1] + [2]:
The form options (`s_website_form/options.js`) defined in
`website.assets_wysiwyg` requires the registry defined in
`website.assets_editor`. But since [1] and [2], the
`website.assets_wysiwyg` bundle is loaded inside the iframe without
`website.assets_editor`, as only `website.assets_wysiwyg` is needed to
properly display and interact with the editor. (Although, most of the
bundle is not necessary and a later IMP will either only load the CSS
needed or split the bundle).
This commit moves the modules that creates the registry as well as
modules that extend it to the `website.assets_wysiwyg` bundle, fixing
the dependency error. Though they are not required inside the iframe,
the bundle can now be loaded without the need of assets_editor,
removing the missing dependencies. But mainly, this should have been the
case since the introduction of website.assets_wysiwyg at [3] anyway: we
want to lazy load everything that is editor related. Although it was [4]
which mixed the form editor files between the `website.assets_editor`
and `website.assets_wysiwyg` bundles.

for the initial loading of the backend, depending on the number of apps
installed). Support for SVG icons in the web client for menus/apps.
Reduced PNG icons for apps list (8 bits PNG instead of 24 as our icons
don't need more colors as they are flat designs)

In master, there was an error when adding a form to a website and
selecting "Create a Task" with no active projects. This issue was solved
in PR #73269, by allowing tasks without a project associated. This
introduces a new problem: if a user wants to create a project (e.g. if
there is no active project), they will have to save their changes, close
the editor, navigate to Project, and only then will they be able to do
it. This issue could happen for other modules, so the solution has to be
generic.
In this commit, we add the possibility to add a button to the form
editor, next to a we-select item, which will redirect the user to a
specified action after prompting them to save their work. This button
can be added by specifying an action window in the corresponding
registry.
We also add the action window to the website form project editor, so
that the user can be redirected towards the Project app if they want
to create a project to select in their form.

In 14.0, when adding a form to a website and selecting "Create a Task" without
an active project, an error pops up because no projects are found.
In this commit, we prevent an error from popping up when adding the form
without projects, by allowing the field to be empty (not required).

The license is missing in most enterprise manifest so
the decision was taken to make it explicit in all cases.
When not defined, a warning will be triggered starting from
14.0 when falling back on the default LGPL-3.

Time has come to update a bit applications name, summary and website links.
Purpose is to have a website page correctly set for applications to be used
in conjunction with the newly-introduced discover button.
Names and summaries are updated to be more updated and shiny.
This commit is related to task ID 47179 and 1861544. Related PR are #22689
and #25556. First one is about classic applications while second one is about
website applications.
