In Python 3, all of these were "consolidated" under urllib(.request,
.parse, .errors) which is inconvenient.
Since we already have hard dependencies on requests and
werkzeug(.urls, which is a backport of Python 3's unicode-aware
urllib.parse) migrate *everything* to that.
A sticking point is urllib2.URLError, those were (mostly) replaced by
the slightly more general IOError which URLError extends.
Before the migration to the new API of this code, the context was
not propagated to the update_notification call.
This is now the case, which is unfortunate since the context of the
cron action has an 'active_test'=False key, which causes the ping
to count user differently when the cron is triggered from the form
view.
This commit adds explicit ('active','=',True) domain to ensure we
only count active users when pinging.
This allows linking databases to contracts in the central
contract registry, and automatically updating local databases,
simplifying the registration procedure for users.
Closes#10323

* altered authenticated endpoint so it does the same
* sudoed a few read accesses & name_get in groups
* other accesses are list/form views, menu only accessible to
system_user
* new-API-ified some calls & unified listing of installed modules
model has been renamed to mail.channel to prepare the slack modeling.
In future commits the mail.group model will be merged with the channel
model from im_chat. The first move is to rename mail.group into
mail.channel to have a model that will unite both features.
