Task 2213348
There where missing accounts and the CoA was not consistent (like some
income accounts but not the expense counterpart).
We chose to take the accounts from the National Bank of Belgium, and
took the opportunity to translate all the accounts in the 3 official
languages of Belgium + english.

To reflect the latest accounts and taxes
Update nl.po files to help translators
A future commit will translate the missing entries
closesodoo/odoo#30297
Same as ea747d23e4 for Belgium and Canada
If somebody chose nl instead of nl_BE as the language (e.g. on the SaaS on
odoo.com, only nl is proposed on startup), the chart of account was not
translated.
Now it will be in both languages.
Rename the translation file so it is loaded by any nl_* language
Add multiple spoken_languages to be sure to load each one via the
process_translation mechanism.
Apply same logic for fr_CA
closesodoo/odoo#29682
These translations were for the first company only ('1_' part)
The process_translation part in l10n_multilang is enough to propagate the
translations of the templates to the accounts
The translations inside the i18n/ folder are the translations published on
Transifex. It will contains the translatable "general" terms (menus, error
messages, actions...).
The account, taxes, journal names are made translatable thanks to the
l10n_multlang module but it should only be translated in the `spoken_languages`
values (nl_BE for l10n_be). These translations are present in i18n_extra folder
which is not published on Transifex.
Regenerate the translations correctly and populate the nl_BE.po file with
previous translations.
