Crash on rendering:
```
<img t-att-src="user.image_small and ('data:image/png;base64,' + to_text(user.image_small)) ...
```
Commit 1df6f4c741 fixes a P2/P3 compatibility by including the helper
`to_text` in the QWeb context. However, it was included only for reports
(in `ir.actions.report`), while it is necessary for the rendering of all
templates.

Before this commit, when you were entering search mode en settings view,
enterprise label would lose its style. (even when leaving search mode by
removing search text)
Now, the style remains.
Since https://github.com/odoo/odoo/commit/d1fc62df0b850c56360c1e5391c69eb807d0fe46:
When several ir.actions.todo are created, only the last one is
considered and the first are marked as done. Thus, there are never
multiple "open" todos at the same time (while before this, only the
first todo was done and the other ones were done on subsequent module
installations, which makes no sense).
The new system however broke stuff. Indeed, when installing the
eCommerce, we expect to land on the "Choose a Theme" page (if website
was not already installed). This was not the case anymore, as the
last todo in that installation is "Redirect to /shop". To fix the
problem, the system is changed to not consider the "last todo" but
"the todo with highest priority, or the last one if same priorities".
By making the "Choose a theme" todo high priority, this solves the
problem.
A better system would be to make todos depend on each other... but
that would be a task for master.
After setting the image on a product variant, the controller for `/web/image`
incorrectly returns the code 304 - Not Modified. This bug occurs because
1. the response ETag is a hash of the **last modified date** of the record;
2. the record is actually **not** updated in that case, because
- the image field is a non-stored computed field, and
- its inverse method only modifies the variant's template.
Fix the issue by making the response ETag a hash of the **content**, which is
read by the controller anyway.

With Odoo v11 running on Python3:
1. Go to Settings -> Translation -> Import Translation
2. Choose a valid .po file (e.g. generated with the menu Export Translation)
3. Click Import
There is a server error.
There are two bugs behind this error:
1. we open a temporary file that cannot insert bytes ('w+')
2. the name of the temporary file is an integer (its file descriptor)
Python2 processed some implicit conversion between str and bytes, so that the 1st error doesn't occur. The name of a temporary file in Python2 is '<fopen>'.
We made the following corrections to the code:
1. open the temporary file with w+b access (write bytes)
2. enhanced a conditional statement so that we skip instructions in case where the field name of the tempfile is a string

The default value for number_next_actual in ir.sequence.date_range must be at least one
otherwise it will raise error because the next value cannot be equal to the date_from.

The action "Load a Translation" is wrongfully considered as only for
installation of a new language (while it is for update too).
The action "Synchronize Terms" is wrongfully considered as to refresh
translations of installed language (while it is to generate empty translations).
Rename to "Generate Missing Terms"
The res.lang tree view encourage this misconception with a "update terms" that
actually triggers a synchronize terms action.
Change the triggered action to the "Load & Update"
Move the list of languages to always visible in settings.
This list is not very technical and will avoid to go to debug mode for basic
actions like updating the sources of checking what languages are installed.
Going less often to dev mode will hide the misleading "Synchronize Terms" action
for normal users.

original commit forgot an "s" (in %(street2)s), leading to `\n`
becoming the format character, except that's not a *valid* format'
character, yielding a ValueError "unsupported format character
'?' (0xa)" any time an address is displayed if the current country is
Japan (and the system thus uses the japanese address pattern rather
than a generic one).
