[FIX] base: RDC/Congo phone codes

Phone codes for the Democratic Republic of the Congo (CD) and The
Republic of the Congo (CG) are the wrong way around, and ought to be
reversed.

This commit is based on a commit that was not merged in v14.0 in this

closes odoo/odoo#155680
