[FIX] l10n_in: bug from port forwarding

From saas-13.1 country_id is removed from tax.report.line and report_id is introduce from https://github.com/odoo/odoo/commit/ef0488ef91161eba5267ea29fa5c6b379c483f29 this commit.
So change accordingly in this commit

closes odoo/odoo#46651
