[FIX] delivery_hs_code: help on field

At the moment, the HS Code is only used in FedEx. This is confusing for users, since they expect it to be supported for all providers. We improve the tooltip. opw-1961472 closes odoo/odoo#32445 Signed-off-by: Nicolas Martinelli (nim) <nim@odoo.com>
