[IMP] sale: terms and conditions improvement

purpose: de88a727b2 introduced
a change in the sale order view. it reduced dramatically the size
of the 'terms and conditions' widget.
This commit set back easily readable dimensions

Task : 1950799

closes odoo/odoo#32129
