[IMP] account: Track some fields on payment

Purpose
=======

Every change to invoice is indicated in the chatter - the state, the
person, and the time is indicated in the chatter.

This is currently not the case for payment - It should be the
case, as if I were in charge of these things, I would like to know who
did what and when.

Specification
=============

Add chatter followup on payment to know who
did what and when.
