[IMP] l10n_be_hr_payroll: Remove unnecessary field dependencies

Since https://github.com/odoo/odoo/commit/2304edd46cc12aaef4fddaa22887ff51f51581bc,
the total_depreciated_cost field on the fleet.vehicle is stored.

This commit removes the field dependencies that are not useful anymore.
