[FIX] sale: show sales warning only when feature is activated in settings

after this commit: https://github.com/odoo/odoo/commit/8b91cab67f122667ecc250a8b016b152929c61e2 sales warning fields sale_warn and sale_warn_msg fields in the partner form is displayed always without respecting the option in sales settings.

the fields will be displayed always even if the feature is unticked in the settings.

after this commit, the fields will be shown only once the feature is activated in settings.

closes odoo/odoo#108987
