[MOV] hr_recruitment_survey: set demo survey as demo instead of data

It is absolutely not necessary to have a small recruitment survey as a data. It should be a demo, notably because it is used in demo jobs in order to have a sample survey available. This commit is linked to task ID 1912228 and PR #29303.
