[FIX] web_editor: prevent scroll over right panel

* Prior to this commit, the auto scroll is triggered when dragging
  items over the right panel (if the dragged item is close to bottom
  or top).

* After this commit the auto scroll is is no more triggered as long
  as the dragged item is over the right panel area.
